The Ministry of Industry (Kemenperin) is determined to keep accelerating its import substitution program through various strategic policies, including industrial services provided by Kemenperin's Agency for Industrial Standardization and Services Policy (BSKJI).
“We have targeted 35% import substitution by 2022. Amid the current pandemic, we remain optimistic that strengthening domestic industry will continue to achieve this target,” Minister of Industry Agus Gumiwang Kartasasmita said in Jakarta on Friday (25/2).
The Minister said efforts include boosting domestic industry's contribution in every domestic consumption value chain, from upstream raw and auxiliary materials to finished products consumed directly by the public. “So every domestic market need is met by domestic industry, rather than constantly depending on imports,” he stressed.
At the BSKJI Working Meeting, Kemenperin Secretary General Dody Widodo said BSKJI has issued industrial service policies and programs aimed at assuring industrial quality through certification and supervision, increasing competitiveness through industrial technology including Industry 4.0, and improving industrial sustainability through green industry principles.
“To realize import substitution, BSKJI now provides industrial services such as product certification, management system certification, testing, calibration, technical inspection, proficiency testing, industrial consultancy, green industry certification and halal inspection services,” he said.
The Head of BSKJI, Doddy Rahadi, said industrial standardization plays an important role in supporting import substitution, protecting consumers, businesses and the public in terms of health, safety and security, and environmental preservation.
“It also protects the domestic market from low-quality imports (trade barrier), creates fair and transparent business competition, spurs innovation and increases business certainty,” he added.
Doddy added that BSKJI's priority programs include drafting and supervising industrial standardization, strengthening SNI-supporting laboratory facilities, using technology and industrial services through partnership funds, and post-incubation mentoring.
“We also provide INDI 4.0 transformation assistance, green industry certification assistance and facilitation, and support building phytopharmaceutical production facilities and integrated process technology facilities for natural extract industries,” he said.
In 2022, Technical Implementation Units (UPT) under BSKJI Kemenperin are targeted to earn PNBP/BLU revenue of IDR 192.4 billion, serve 20,000 customers with 90,000 samples or test items received, and issue 2,000 certification service certificates.
Alongside improved industrial services, BSKJI UPTs are also targeted to improve service quality, with an average customer satisfaction index of 3.5 on a 4-point scale, and to improve service integrity, with 4 units targeted to achieve Clean and Serving Bureaucracy Area (WBBM) status and 13 units Corruption-Free Area (WBK) status in 2022.
