Minister of Industry Regulation 13/2025 Issued: Industry Must Report Data Regularly

The Ministry of Industry has issued Minister of Industry Regulation (Permenperin) Number 13 of 2025 on Procedures for Submitting Industrial Data, Industrial Estate Data, Other Data, Industrial Information and Other Information through the National Industrial Information System (SIINas). Implementing this regulation is expected to improve the quality and accuracy of industrial data to support national economic and industrial development through effective, fast and well-targeted policymaking based on complete and accurate data.

“The manufacturing sector still makes a significant contribution to the national economy. To achieve the economic growth target of 8 percent, the industrial sector must not only be pushed to grow, but must also continue to be strengthened by the structure and depth of national industry,” the Minister's Expert Staff for Strengthening Domestic Industrial Capability, Adie Rochmanto Pandiangan, said at the dissemination of Permenperin 13/2025 in Jakarta on Friday (11/4).

To achieve this target, Adie said, a solid foundation is needed in the form of strong and accurate data through the collection, processing and analysis of data, especially on the performance of the industrial sector. Over the past five years, Kemenperin has built SIINas to support national industrial data needs.

“Building SIINas is indeed not easy because it involves the entire national industrial ecosystem, which is large and complex. However, we are optimistic that SIINas can meet the need for accurate, up-to-date and high-quality data, and provide a real-time picture of the performance of each industrial sector,” he explained.

Adie explained that Permenperin 13/2025 replaces the previous regulations, namely Permenperin 2/2019 and Minister of Industry Circular Letter Number 1 of 2025 on Submission of Industrial Data and Industrial Estate Data.

“With this new regulation in force, it is hoped that all industry players, including industrial estate managers, will actively participate in reporting data regularly four times a year, or quarterly, through SIINas, compared with every semester or twice a year previously,” he said.

According to Adie, the adjustment in this Permenperin aims to align with the calculation of industrial sector GDP by Statistics Indonesia (BPS), which requires detailed quarterly data. “An important point regulated in Permenperin 13/2025 concerns the deadlines for data reporting by industrial companies and industrial estate companies,” he said.

First-quarter reports must be submitted no later than 10 April. However, for the first quarter of 2025 only, the deadline was 15 April 2025. Second-quarter reports must be submitted no later than 10 July. Third-quarter reports must be submitted no later than 10 October. Fourth-quarter reports must be submitted no later than 10 January of the following year.

“In addition, several data items have changed, such as Industrial Work Practice to prepare an adaptive workforce to support dynamic industry needs, and Production and Distribution Plans to see supply
and
demand, among others,” Adie added.

Furthermore, the reporting deadlines set out in Permenperin 13/2025 are expected to receive the joint attention of industry players and industrial estate managers. “This is important for Kemenperin to ensure that the data submitted can be processed quickly and used for various purposes, including the GDP calculation released every quarter by BPS,” Adie said.

Mandatory

The obligation for industrial companies and industrial estate companies to submit data through SIINas is set out in Law Number 3 of 2014 on Industry and Government Regulation Number 2 of 2017 on the Development of Industrial Facilities and Infrastructure. “With this obligation in force, there are naturally consequences that come with it,” Adie stressed.

Industrial companies and industrial estate companies that comply with data reporting through SIINas will receive priority for services and facilities provided by Kemenperin. Conversely, those that do not submit data regularly will not be able to apply for facilities and services provided by Kemenperin, and will be subject to sanctions in accordance with laws and regulations.

“We believe that implementing Permenperin 13/2025 will have a significant impact on industrial companies and industrial estate companies, so Kemenperin is committed to continuing to provide assistance and dissemination so that the policy can be implemented well,” Adie explained.

Kemenperin will also carry out monitoring and evaluation of industrial companies' and industrial estate companies' compliance with the obligation to submit industrial data and industrial estate data regularly. Monitoring and evaluation are essential to ensure that companies can comply with the reporting obligation consistently.

“Compliance with data reporting is not only the responsibility of companies, but also part of our shared effort to maintain the quality and accuracy of the data used as the basis for policymaking,” he stressed.

Kemenperin understands that this regulatory change requires extra effort from industrial companies and industrial estate companies, but believes it can strengthen the non-oil and gas processing industry ecosystem to anticipate the risk of business disruption. “To support this, we have coordinated with the supervising Directorates to guide Industrial Companies and Industrial Estate Companies to comply and be orderly in submitting their activity reports,” Adie stressed.

Kemenperin has also asked regional governments and industry associations, as the central government's front-line partners, to remind industries in their regions and their members to actively report their industrial data. “This change is a very important step forward in creating an industrial ecosystem that is more conducive, integrated, efficient and based on accurate data,” he concluded.
