To support accelerating the Increased Use of Domestic Products (P3DN) Program, the Ministry of Industry has partnered with the National Public Procurement Agency (LKPP) to open a special showcase for products that meet the domestic component level (TKDN). Domestic products with TKDN values can register in the LKPP electronic catalog (e-catalog) through the TKDN showcase.
“As of 22 June 2022, 323 products have been registered in the TKDN sectoral catalog out of a total of 25,247 domestic products with TKDN,” Minister of Industry Agus Gumiwang Kartasasmita said at the Coordination Meeting on Follow-up to Affirmative Action for the Use of Domestic Products for Bangga Buatan Indonesia in Lampung on Thursday (23/6).
The Minister explained that Kemenperin is part of the Procurement Systems, Data and Information Integration Team in the System, Data and Information Integration Division and the Product Codification Standardization Division. “We interconnect TKDN data with several ministries/agencies so TKDN data can be used optimally to increase the use of domestic products,” he said.
Through this data interconnection, TKDN information now appears in the LKPP e-catalog (since 2019) and the Ministry of Home Affairs' Regional Government Information System (SIPD) (since 19 June 2022). “I would like to note that the Finance and Development Supervisory Agency (BPKP) has created a P3DN supervision application integrated with SiRUP (LKPP) and SAKTI (Ministry of Finance) in real time,” he added. The Minister added that, to optimize P3DN, Kemenperin successfully held business matching last March in Bali, setting a MURI record with domestic product spending commitments of IDR 214.1 trillion. “Similar business matching events are also being held by other ministries,” he said.
In addition, as a meeting point between Demand and Supply, Detailed Business Matching is under way to encourage the use of domestic products. “Through detailed business matching, domestic industry capabilities have been presented to the Ministry of Education, Culture, Research and Technology, the Ministry of Marine Affairs and Fisheries, the Ministry of PUPR, the Ministry of ATR, and the Surabaya and Semarang City Governments,” Agus said.
As of 9 June 2022, domestic product spending by ministries/agencies, regional governments and state-owned enterprises reached IDR 221.8 trillion. Spending by ministries/agencies and regional governments reached IDR 122.2 trillion of total commitments of IDR 542.8 trillion, while spending by 73 state-owned enterprises reached IDR 99.6 trillion of total commitments of IDR 296.2 trillion.
“To accelerate TKDN certification of domestic products, 3,718 products have been certified throughout 2022 (as of 20 June 2022), 1,049 of them made by SMIs,” the Minister said. 1,336 products were certified free of charge through the 2022 state budget, while another 2,386 products were self-financed. With the 2022 additions, there are now 25,247 local products with valid TKDN certificates.
“To make the TKDN certification process easier, the P3DN Center is developing a monitoring dashboard to track the certification process. This monitoring dashboard will connect three existing information systems: SIINas, the P3DN website and the Independent Verification Bodies' information system,” he concluded.
